UNICEF is recruiting a qualified Financial Management Lead Consultant (National) to support financial management strengthening initiatives across Nigeria. This 12-month home-based consultancy offers an opportunity to work with government institutions, development partners, and health sector stakeholders to improve financial management systems, accountability, budgeting, and capacity development within primary healthcare programmes.

Job Summary
The consultant will work closely with the Implementing Partner Management (IPM) Specialist, the Financial Management Team, and the Health Programme Team to strengthen financial management systems across EU SARAH-supported states and GAVI HSS3-supported State Primary Health Care Development Agencies (SPHCDAs). The role focuses on improving financial accountability, budgeting, grant management, stakeholder engagement, and institutional capacity.
Key Responsibilities
- Strengthen asset management through asset registration, verification, tagging, and accountability processes.
- Support stakeholder engagement to institutionalize financial management reforms within State Ministries of Health and Primary Health Care Development Agencies.
- Deliver Training of Trainers (ToT) programmes for the implementation and effective use of accounting software.
- Lead the 2027 financial planning and budgeting processes for State PHCDAs.
- Build the financial management capacity of partners through training, mentoring, and technical support.
- Improve financial management systems, internal controls, and accounting practices.
- Develop knowledge management systems to document and share financial management best practices and lessons learned.
Requirements
- Bachelor’s degree in Social Sciences, Business Administration, Finance, Accounting, Audit, or another relevant field.
- Master’s degree or professional accounting qualification (such as ICAN, ACCA, or CPA) is an added advantage.
- Minimum of 7–10 years of progressive experience in financial management, accounting, financial controls, and partnership management.
- Experience supporting donor-funded health programmes such as GAVI, the European Union (EU), Global Fund, World Bank, or similar programmes.
- Experience working with government institutions and State Primary Health Care Development Agencies (SPHCDAs) is an advantage.
- Strong knowledge of budgeting, financial reporting, grant management, donor compliance, and public financial management systems.
- Excellent analytical, stakeholder engagement, capacity-building, report-writing, and presentation skills.
- Fluency in written and spoken English.
Desirable Qualifications
- Knowledge of Nigeria’s health financing and primary healthcare systems.
