Job Summary
Catholic Relief Services (CRS) is recruiting for the position of Project Officer MEAL to support the EU-funded Regreening Africa project in Sokoto State.
The successful candidate will be responsible for Monitoring, Evaluation, Accountability and Learning (MEAL) activities, including tracking project indicators, developing monitoring and evaluation tools, conducting assessments, managing beneficiary databases, analysing project data and supporting project evaluations.
The role will be based in Sokoto with frequent travel to project locations and will report to the Program Manager.
Key Responsibilities
- Facilitate the SMILER workshop at project start with technical support from the MEAL team.
- Track project performance against established indicators.
- Create and manage beneficiary and assistance databases.
- Conduct household-level baseline studies and regular monitoring surveys.
- Carry out market assessments for project locations.
- Review, clean and analyse project data.
- Coordinate mid-term, real-time and final project evaluations.
- Develop, review and test monitoring and evaluation tools.
- Promote ICT4D solutions for beneficiary registration, monitoring and surveys.
- Establish and manage beneficiary feedback and complaints mechanisms.
- Prepare baseline, monitoring, feedback and evaluation reports.
- Develop electronic data collection questionnaires using Kobo Collect or other relevant software.
- Support data analysis using appropriate statistical packages.
- Train and supervise enumerators and data collection personnel.
- Coordinate data collection exercises.
- Maintain project IT equipment in collaboration with the ICT4D Specialist.
- Document lessons learned, best practices, success stories and innovations.
- Provide recommendations for improved programme implementation.
- Compile annual beneficiary data.
Requirements
Candidates should have:
- A Bachelor’s or Master’s degree in Information and Technology Management, Statistics or another relevant field.
- At least 4 years of full-time experience in Monitoring, Evaluation, Accountability and Learning (MEAL), preferably with an international NGO.
- Strong experience in MEAL and database management.
- Knowledge of statistical and data management tools such as Microsoft Access, SPSS, EPI-INFO, STATA and Microsoft Excel.
- Knowledge of Microsoft Power BI is an added advantage.
- Familiarity with GIS and GPS technology.
- Strong ICT skills relevant to MEAL activities.
- Experience designing and facilitating workshops.
- Experience with ICT software and hardware.
- Excellent analytical, organisational, communication and interpersonal skills.
- Ability to maintain confidentiality and privacy.
- Ability to work effectively under pressure and prioritise multiple responsibilities.
- Commitment to gender-responsive and safe programming.
- Understanding of safeguarding and protection responsibilities within NGO programmes.

Travel Requirements
The successful candidate must be willing and able to travel up to 30% of the time to field locations during the work week.
Key Working Relationships
The Project Officer MEAL will work closely with the Program Manager, Agriculture & Livelihoods Officer, other MEAL Officers, MEAL Coordinator, ICT4D Specialist, Operations Staff and Field Agents. External relationships will include local partners, enumerators, external consultants and other stakeholders.
