Role Objectives

The Operations (EORE QA/QC) Associate will work under the overall supervision of the Operations Officer.

Responsibilities

• Participate in and support the monitoring, evaluation and quality assurance of risk education and victim assistance activities conducted by implementing partners, including frequent field visits to targeted areas. Quality assurance will include verification of compliance with applicable gender equality and social inclusion requirements and prevention of sexual exploitation, abuse and harassment (PSEAH) obligations set out in partner agreements. Quality assurance will also consider whether community feedback and reporting mechanisms are accessible to women, girls, persons with disabilities and people facing relevant literacy or language barriers.
• Document identified GESI, accessibility and PSEAH compliance gaps and refer material or recurring issues to the supervisor for follow-up through applicable partner or contract-management arrangements.
• Assist in the planning and design of Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) activities. Activity design should take account of differentiated risks, information needs and access barriers, including those associated with gender, age and disability, and provide appropriate adaptations for groups identified through relevant context and needs analysis.
• Assist in liaising with concerned partners and authorities, including military and security officials, for humanitarian mine action coordination and monitoring.
• Support local-level needs assessments, including planning and conducting interviews with relevant informants. Informant selection should reflect the diversity of the affected population, including women, persons with disabilities and other groups facing barriers to participation. Where children are consulted, interviews and other engagement must comply with applicable child safeguarding, consent/assent and confidentiality requirements.
• Participate in the organisation and provision of training on EORE, VA and Non-Technical Survey (NTS) for national authorities, teachers, community volunteers, humanitarian workers and representatives of Civil Society Organisations (CSOs).
• Assist in the accreditation of trained actors and organisations.
• Participate in mapping existing EORE capacity, activities and materials, identifying gaps and opportunities for review by the supervisor.
• Assist with quality control of EORE curriculum and Information, Education and Communication (IEC) materials in cooperation with contractors and partners.
• Liaise with and organise meetings with affected communities and other stakeholders, ensuring that meetings enable the participation of women and girls, including separate sessions where mixed consultation would limit their participation, as well as the participation of persons with disabilities.
• Produce reports and provide on-the-job training to partners as required.
• Assist with the coordination of implementing partners and participate in Protection Sector and Mine Action Sub-Working Group (MA SWG) meetings. As required, participate in Health, Mental Health and Psychosocial Support, and Early Recovery & Livelihoods coordination meetings.
• Receive reports from implementing partners and record information to assist the Information Management Unit in maintaining records of data and work progress and producing reports when required.
• Train implementing partners in using IMSMA accident, victim and assistance reports to identify victims’ needs and monitor assistance provided by Humanitarian Mine Action, including orientation and referral.
• Comply at all times with applicable standards of conduct on the prevention of sexual exploitation, abuse and harassment, including completion of mandatory training and reporting concerns through designated reporting channels.
• Assist with other related duties as requested by the supervisor or senior management.

Key Competencies and Requirements

• High School Diploma with 6 years of relevant experience, or a first-level University Degree (Bachelor’s or equivalent) with 2 years of relevant experience.
• Experience in humanitarian mine action, particularly EORE and VA, with a recognised organisation is required.
• Relevant experience is defined as team-leader-level experience in Humanitarian Mine Action, delivering EORE-related training and messaging.
• A level equivalent to IMAS EORE Level 3, governed by IMAS T&EP 12.10/01, Competency Standards for Explosive Ordnance Risk Education Practitioners, is required.
• Experience in quality assurance is required.
• Experience in training and meeting facilitation is required.
• Experience in community-based education, public information campaigns and communications is required.
• Experience in gender-responsive or disability-inclusive community engagement, programme delivery or training, including engagement with women, girls or persons with disabilities.
• Knowledge of the UN system and client procedures is desirable.
• Experience in Non-Technical Survey with a recognised organisation is an asset.
• Fluency in English and Hausa is required.
• Knowledge of Kanuri or any other languages spoken in Northeast Nigeria is an asset.
• Candidates should be able to write, speak and read the required languages.
