About the National Examinations Council

The National Examinations Council (NECO) is a Nigerian examination body responsible for conducting national examinations, including the Senior School Certificate Examination (SSCE) and the National Common Entrance Examination (NCEE). The National Examinations Council (NECO) was established in April 1999 following widespread calls for a national examination body that would respond more effectively to Nigeria’s educational needs and the growing number of secondary school candidates taking the Senior School Certificate Examination (SSCE). The origins of the move to establish an additional national examination body can be traced to 1977 during the Murtala/Obasanjo administration, when there was widespread leakage of West African School Certificate Examination (WASSCE) questions. The public outcry that followed led the Federal Government to establish the Sogbetun Commission of Inquiry to investigate the causes of the leakage and make recommendations.

Among the key findings of the commission was that the workload of the West African Examinations Council (WAEC) had become too extensive, making it difficult to effectively manage the conduct of examinations nationwide. The commission recommended, among other measures, the establishment of additional examination bodies to reduce WAEC’s workload and improve the efficiency of examination administration. This process eventually culminated in the establishment of NECO in April 1999 as a national examination body serving Nigeria’s educational system.
