Job Description

UNICEF is seeking an Administrative Data Systems Consultant to assess the maturity of Nigeria’s administrative data landscape across selected social sectors at national and subnational levels.

The consultancy will apply the Administrative Data Maturity Model (AdaMM), focusing on federal government institutions and selected state engagements. Key sectors include health, education, social protection, civil registration and vital statistics (CRVS), as well as national platforms and registries.

The assignment will focus on people-centred, lifecycle data for children, equity-related data disaggregation, data governance, standards, architecture and interoperability.

Key Responsibilities

  • Assess administrative data systems at national and subnational levels.
  • Apply the Administrative Data Maturity Model (AdaMM).
  • Assess data governance, standards, architecture and interoperability.
  • Review sectoral information systems covering health, education, social protection and CRVS.
  • Assess data privacy and security arrangements.
  • Facilitate multi-stakeholder workshops and technical dialogues.
  • Support capacity building and co-design activities with government institutions.
  • Strengthen the use of administrative data for children and equity-focused planning.

Qualifications and Requirements

Applicants should have:

  • An advanced university degree (Master’s or higher) in Information Science, Informatics, Management Information Systems, Data Governance and Policy, Monitoring, Evaluation and Learning (MEL), Business Information Systems or a related field.
  • At least 8 years of relevant experience in data systems strengthening and assessments.
  • Experience working with national statistical offices and other government agencies.
  • Experience leading and facilitating workshops and stakeholder dialogues related to data systems.
  • Demonstrated experience assessing administrative data systems and applying maturity models, preferably AdaMM or comparable models.
  • Expertise in data governance, privacy and security, and sectoral information systems.
  • Strong facilitation, capacity-building and multi-stakeholder engagement skills.
  • Excellent English communication and writing skills.

Desirable: Previous experience with UNICEF or another UN agency is an advantage.
