Its programmes have expanded to include Water, Sanitation and Hygiene (WASH), Protection, and Food Security and Livelihoods (FSL) interventions for crisis-affected populations across Northern Nigeria.

Background

International Medical Corps is implementing the Integrated Management of Acute Malnutrition (IMAM) approach to manage and prevent malnutrition in communities across Borno, Kano and Katsina States.

IMC plans to conduct an exhaustive Semi-Quantitative Evaluation of Access and Coverage (SQUEAC) survey of nutrition programming in Kano, Kaduna and Bauchi States. The assessment will examine the current coverage of services for the treatment of malnutrition across 44 LGAs in Kano, 23 LGAs in Kaduna and 20 LGAs in Bauchi.

The consultancy aims to identify factors that facilitate or hinder access to nutrition services, estimate the current coverage of malnutrition treatment and develop practical action plans to improve service delivery, community acceptance and overall programme quality.

Overall Objective

The overall objective is to determine the single coverage of malnutrition treatment services and identify barriers to service access and uptake across the 44 LGAs in Kano, 23 LGAs in Kaduna and 20 LGAs in Bauchi States.

Specific Objectives

• Enhance the competencies of IMC technical staff and State Ministry of Health (SMOH) representatives in SQUEAC methodology.
• Assess single coverage in the target LGAs of Kano, Kaduna and Bauchi States.
• Identify factors affecting the uptake of IMAM services in the target LGAs.
• Develop specific recommendations in collaboration with IMC to improve acceptance and coverage of the IMAM programme.

Duties and Responsibilities

The consultant will:

• Train IMC staff and SMOH representatives to equip them with the knowledge and skills required to independently conduct SQUEAC coverage surveys.
• Lead the full coverage survey, including survey planning, data collection, analysis and reporting, across all targeted areas.
• Conduct the SQUEAC survey from inception through finalisation.
• Develop and design the SQUEAC survey protocol, including sample size estimation, population size, village clustering and data collection tools, using relevant SQUEAC technical reference documents.
• Build the capacity of the IMC nutrition team and SMOH representatives in SQUEAC methodology.
• Train SQUEAC data collection teams, including pre-testing of questionnaires.
• Take overall responsibility for implementation of the SQUEAC survey, including daily supervision of survey teams and data quality assurance.
• Supervise data entry by experienced data entry personnel and ensure data quality.
• Conduct data cleaning and analysis using relevant software such as XMind, BayesSQUEAC, Epi Info and SPSS.
• Present preliminary findings during a validation workshop, where required.
• Prepare a draft SQUEAC report for review by IMC.
• Prepare a final report covering the background, methodology, results, limitations, conclusions and recommendations.
• Ensure that the assessment is comprehensive and includes all relevant indicators.
• Adhere to all applicable national guidelines and standards.

Qualifications and Experience

• Health professional or nutritionist with an MPH, MSc or advanced professional degree.
• Experience in epidemiology and surveys using SQUEAC methodology.
• At least 5 years of significant experience in community-based studies, including surveys, SQUEAC and other coverage assessments.
• At least 2 years of experience implementing IMAM programmes.
• Excellent analytical and statistical skills.
• Strong communication skills, with excellent written and spoken English.
• Excellent computing and analytical skills, including proficiency in at least one of the following: XMind, BayesSQUEAC, Epi Info, SPSS or ENA Software.
• Ability to work independently and meet deadlines.
• Excellent reporting and data consolidation skills.
• Proven competency and experience in monitoring, evaluation and impact assessment, particularly in public health and nutrition.
• Proven experience in participatory research methods.
• Experience working with pastoral communities and in Northern Nigeria is desirable.

General Conditions of the Consultancy

• The consultant(s) will be based in Kano, Kaduna and Bauchi States and will spend most of the consultancy period in the field.
• IMC will support and facilitate the consultant’s travel to and within Kano, Kaduna and Bauchi States and return travel to their home.
• The consultant(s) must comply with IMC security procedures and rules applicable to IMC staff.
• The consultant will cover food and subsistence-related costs while working in the assignment areas. IMC will provide accommodation for the Lead Consultant only.
• The consultant will use their own computer equipment.
• Costs directly related to the assignment, such as photocopying questionnaires, will be covered by IMC.
• Terms of payment will be negotiated upon acceptance of the consultancy.
• The total consultancy budget will include VAT where required.
• Final payment will depend on completion of all deliverables.
• IMC Nigeria reserves the right to organise a discussion and feedback session where the consultant presents the first draft assessment report.
• The consultant must incorporate relevant feedback from the review session into the final report.
• The assessment report must be written in English.
• The consultant must submit the digital dataset and electronic and hard copies of the report in Microsoft Word format.

Deliverables

• Inception report, including data collection tools.
• Enumerators’ training report.
• Fieldwork final report, including short-term and medium-term recommendations.
• Detailed assessment report containing all necessary standard report chapters.
• Electronic and hard copies of the required reports.
• Raw data and electronic datasets.
• Data analysis outputs.

Duration

The proposed fieldwork and consultancy period will last 45 days, including training and technical support.
