Role Overview
Under the supervision of the Principal Officer, Internal Services, the Human Resources Officer will ensure the efficient functioning of general human resources activities within the Office of the Auditor-General in accordance with ECOWAS Staff Regulations, Rules, and established best practices.
Key Responsibilities
- Contribute to the development and implementation of human resources strategies aligned with the mandate and objectives of the Office.
- Advise management on HR policies, procedures, and workforce planning initiatives.
- Coordinate recruitment and selection processes, including vacancy announcements, screening, assessments, interviews, and onboarding.
- Prepare recruitment reports and recommendations for management approval.
- Administer staff salaries, allowances, benefits, and entitlements in accordance with applicable regulations.
- Review and process claims relating to education grants, dependency allowances, installation grants, travel entitlements, and other staff benefits.
- Coordinate the implementation of the performance management system.
- Monitor compliance with performance appraisal timelines.
- Provide guidance to supervisors and staff on performance evaluation processes.
- Analyse performance data and recommend interventions for organisational effectiveness.
- Support the identification of training and capacity development needs.
- Develop annual training plans and budgets.
- Coordinate learning and development programmes, workshops, and professional certification initiatives.
- Facilitate conflict resolution and workplace harmony initiatives.
- Support staff welfare programmes and employee engagement activities.
- Maintain accurate personnel records and HR databases.
- Manage contract administration, confirmations, promotions, renewals, separations, and related HR actions.
- Ensure confidentiality and integrity of personnel information.
- Ensure HR processes comply with internal controls and governance requirements.
- Facilitate internal and external audits relating to HR matters.
- Monitor the implementation of audit recommendations affecting human resources.
- Identify and mitigate HR-related risks.
Academic Qualifications and Experience
- Bachelor’s Degree or equivalent in Human Resource Management, Public Administration, Business Administration, Industrial Relations, Psychology, Law, Social Sciences, or a related field from a recognised institution of higher learning.
- Master’s Degree in Human Resources Management or a related field and/or professional HR certification is an added advantage.
- Minimum of five years’ progressively responsible experience in one or more areas of human resources management, including training, recruitment, performance management, change management, manpower planning, salary policy, pension administration, terms and conditions of employment, monitoring, analytics, and reporting.
- Experience in an HR generalist role is an added advantage.
- Knowledge of regulations, procedures, and policies relevant to the execution of duties in an international organisation.
- Knowledge of database creation and management.
- Experience using Enterprise Resource Planning (ERP) systems and programmes for operationalising HR business processes and reports.
