Catholic Relief Services (CRS) is recruiting a Technical Advisor II – Service Delivery to support the Faith and Community Initiative (FCI) in Nigeria. The position is open to Nigerian nationals only and is based in Abuja.
The successful candidate will provide technical advice, guidance, and support for integrated health service delivery across community and facility-based health networks. The role will focus on improving service quality, integration, supervision, operational readiness, and continuity of care across HIV, tuberculosis, malaria, maternal, newborn and child health, nutrition, and mental health and psychosocial support services.
About the Faith and Community Initiative
The Faith and Community Initiative (FCI) is a multi-country global health programme being implemented under a World Vision-led consortium, with Catholic Relief Services slated to lead implementation in Nigeria, Cameroon, and Indonesia.
FCI aims to support countries in building resilient, nationally owned health systems that can sustainably deliver integrated HIV, TB, malaria, maternal and child health, and nutrition services through strengthened community and frontline health worker platforms.
The programme focuses on strengthening community and frontline health worker networks, integrating existing faith- and community-based services into government systems, and supporting transition to national and sub-national systems.
Job Responsibilities
- Lead the development and application of strategies, standards, tools, and best practices for integrated health service delivery.
- Ensure service delivery approaches are consistent with national policies and donor requirements.
- Provide technical assistance to implementing partners and government counterparts to strengthen integrated service delivery models.
- Support planning, implementation, and monitoring of services across hub facilities, spoke outlets, and community posts.
- Work with facilities and LGA health structures to strengthen quality of care and respectful care practices.
- Support infection prevention and control, referral systems, and continuity of services across the care cascade.
- Provide technical solutions that improve community-level access, service quality, integration, and coverage.
- Strengthen supervision systems through joint supervision with LGA health management teams.
- Support routine performance reviews and follow-up on agreed corrective actions.
- Ensure faith-based and community-supported facilities align with Ministry of Health service delivery standards, guidelines, and reporting requirements.
- Advise project teams on integrating donor and government service delivery priorities into CRS programme approaches and workplans.
- Strengthen the capacity of CRS staff and implementing partners through training, mentoring, coaching, and learning activities.
- Develop learning agendas related to service delivery and quality improvement.
- Support analysis of routine programme data to inform service improvement.
- Document and share lessons learned and best practices related to integrated health service delivery.
- Coordinate with monitoring, evaluation, accountability, and learning teams.
- Work closely with Systems Integration, Health Systems Strengthening, and Transition Leads to ensure service delivery supports data use, systems strengthening, and transition planning.
Requirements
- Master’s Degree in Public Health, Medicine, Nursing, Health Systems, or a related field.
- Minimum of 8 years of relevant professional experience with increasing responsibility in advisory or technical roles related to health service delivery.
- Experience providing technical assistance and supporting facility- or district-level service delivery in low-resource settings.
- Demonstrated application of technical principles related to health service delivery and quality improvement.
- General knowledge of related disciplines to support a cross-sectoral approach.
- Proficiency in Microsoft Office applications, web-conferencing tools, and information management systems.
- Experience in mentoring, coaching, facilitation, and training using adult learning principles.
- Experience with programme monitoring, learning, and use of routine data to inform service improvement.
- Strong relationship-management, analytical, and problem-solving skills.
- Strong written and oral communication skills.
- Proficiency in English and fluency in the official language of the country.
- Willingness and ability to travel up to 25%.
Preferred Qualifications
- Experience with integrated HIV, maternal, newborn and child health, or primary health care service delivery models.
- Experience supporting quality improvement or respectful care initiatives.
