Catholic Relief Services (CRS) is recruiting a Technical Advisor II – Systems Integration to support the Faith and Community Initiative (FCI) in Nigeria. The position is open to Nigerian nationals only and is based in Abuja.

The successful candidate will provide technical advice and support for information systems integration, routine programme data use, data quality, interoperability, and digital tools. The role will help ensure that FCI-supported hub-and-spoke models are integrated into existing health systems and contribute to evidence-based planning, decision-making, accountability, and long-term sustainability.

About the Faith and Community Initiative

The Faith and Community Initiative (FCI) is a multi-country global health programme being implemented under a World Vision-led consortium, with Catholic Relief Services slated to lead implementation in Nigeria, Cameroon, and Indonesia.

FCI aims to support countries in developing resilient, nationally owned health systems that can sustainably deliver integrated HIV, TB, malaria, maternal and child health, and nutrition services through strengthened community and frontline health worker platforms.

The programme focuses on strengthening community and frontline health worker networks, integrating existing faith- and community-based services into government systems, and supporting transition to national and sub-national systems.

Job Responsibilities

  • Contribute to the development and application of strategies, standards, tools, and best practices related to information systems integration, data quality, and routine programme data use.
  • Provide technical solutions and guidance to government counterparts and implementing partners on programme systems, monitoring tools, and approaches that support interoperability with national platforms.
  • Lead efforts to align data collection tools, reporting workflows, and indicators with national HMIS, eLMIS, and other Federal Ministry of Health-approved systems where applicable.
  • Advise project teams on integrating donor and government information system requirements into CRS programme approaches.
  • Support the development and use of reporting systems, dashboards, and data-use processes.
  • Strengthen the capacity of CRS staff, government counterparts, and implementing partners through training, mentoring, coaching, and learning activities.
  • Develop learning agendas related to information systems, data quality, and evidence-based decision-making.
  • Support analysis of programme data and participate in routine data reviews and data quality processes.
  • Document lessons learned and best practices related to systems integration.
  • Establish and maintain working relationships with government counterparts, technical institutions, and peer organisations working on programme data systems and digital tools.
  • Coordinate with monitoring, evaluation, accountability, and learning colleagues.
  • Work closely with Health Systems Strengthening and Transition Leads to ensure systems integration supports operational readiness, transition planning, and long-term sustainability.
  • Support harmonised data collection and reporting across FCI activities.
  • Promote the use of digital tools to improve programme efficiency and accountability.
  • Support the use of routine data for evidence-based planning and implementation.

Requirements

  • Master’s Degree in Information Systems, Public Health, Statistics, Computer Science, or a related field.
  • Minimum of 8 years of relevant professional experience with increasing responsibility.
  • Experience providing technical assistance on programme systems or data management.
  • Experience contributing technical input to donor-funded project design and implementation.
  • Demonstrated application of technical principles relating to programme data systems and information management.
  • General knowledge of related disciplines to support cross-sectoral programming.
  • Proficiency in Microsoft Office, web conferencing tools, and information management systems.
  • Experience in mentoring, facilitation, and training using adult learning principles.
  • Experience with monitoring, evaluation, and the use of routine data.
  • Strong relationship-management, analytical, and problem-solving skills.
  • Strong written and verbal communication skills.
  • Proficiency in English and fluency in the official language of the country.
  • Willingness and ability to travel up to 25%.
