The African Field Epidemiology Network (AFENET) is recruiting to fill the position of Informatics Developer under its NSTOP Programme in Abuja. The successful candidate will provide technical and operational support to the Strategic Information Technology Team (SITT), contributing to the development, implementation, maintenance and improvement of digital health solutions for disease surveillance, routine immunisation and health information systems.

AFENET is a not-for-profit networking and service alliance of Field Epidemiology and Laboratory Training Programmes (FE(L)TPs) and other applied epidemiology training programmes across Africa. Established in 2005, the organisation collaborates with ministries of health and other partners to strengthen public health systems and improve health outcomes.

Job Purpose

The Informatics Developer will support the planning, design, implementation, monitoring and maintenance of digital health and surveillance systems. The role also involves system integration, data analytics, visualisation and other technical activities within the SITT.

Job Responsibilities

Software Development and System Integration

  • Develop, test, debug and document software applications.
  • Conduct API testing and support interoperability between digital health platforms.
  • Support database management and SQL query development.

Digital Health Systems Support

  • Configure, test, implement, maintain and upgrade digital health platforms.
  • Troubleshoot system issues, create user accounts and provide technical support.
  • Ensure digital health platforms comply with relevant standards and best practices.

Data Management and Analytics

  • Perform data cleaning, validation, transformation and quality assurance.
  • Develop data summaries, interactive dashboards, charts and reports using R, Power BI, Excel, SQL or other analytical tools.
  • Support data extraction, aggregation, analysis and reporting for programme monitoring and decision-making.

Documentation

  • Prepare technical documentation, user guides, Standard Operating Procedures (SOPs), meeting reports and implementation reports.
  • Maintain records of software changes, system configurations and technical processes.

Capacity Building

  • Conduct user training, onboarding sessions and technical demonstrations.
  • Provide first-level technical support to system users.
  • Participate in mentorship and continuous professional development activities.

Research and Innovation

  • Conduct literature reviews and technical research on digital health technologies, interoperability standards, artificial intelligence and public health informatics.
  • Identify opportunities for innovation and process improvement.
  • Perform other technical duties assigned by the SITT Team Lead in support of programme objectives.

Qualifications and Requirements

Education

  • A bachelor’s degree in Computer Science, Software Engineering, Information Technology, Information Systems, Health Informatics, Public Health Informatics or a related field.
  • A postgraduate qualification in Health Informatics, Computer Science, Data Science, Information Systems, Public Health or a related discipline will be an added advantage.

Professional Experience

  • Three to five years of relevant professional experience in software development, digital health, health information systems, data management or a related technical field.
  • Demonstrable experience designing, developing, deploying, maintaining and supporting software applications.
  • Experience in public health, disease surveillance, immunisation or health information systems is highly desirable.
  • Experience working with government agencies, development partners, NGOs or public health programmes will be an advantage.

Technical Competencies

Candidates should have practical experience in several of the following areas:

  • Software development: Java, PHP, JavaScript/TypeScript, .NET, R or other relevant programming languages.
  • Web and mobile development: Application development and frontend frameworks such as Angular, React or equivalent technologies.
  • Backend and API development: REST APIs, JSON, authentication and system integration.
  • Database technologies: PostgreSQL, MySQL/MariaDB, SQL Server or equivalent relational databases.
  • Data analytics and visualisation: Power BI, R, Excel, SQL or similar tools.
  • Digital health platforms: DHIS2 and other health information systems.
  • Interoperability: APIs, data exchange, data mapping and health information exchange concepts.
  • Deployment technologies: Docker and containerisation tools will be an advantage.
  • External service integration: SMS, WhatsApp, mapping, authentication and notification platforms.
  • Artificial intelligence: Ability to use AI-enabled tools to improve software development, automate workflows, enhance data processing and develop innovative digital health solutions.
  • Data security: Understanding of data privacy, access control, backups and secure software development practices.

Reporting and Working Relationships

The Informatics Developer will report to the SITT Team Lead and work closely with other members of the Strategic Information Technology Team.
