The African Field Epidemiology Network (AFENET) is recruiting to fill the position of Data Technical Officer II under its NSTOP Programme in Abuja. The successful candidate will support data analysis, visualisation, data quality improvement and the development of digital health solutions to strengthen programme performance and evidence-based decision-making.
AFENET is a not-for-profit networking and service alliance of Field Epidemiology and Laboratory Training Programmes (FE(L)TPs) and other applied epidemiology training programmes across Africa. Established in 2005, the organisation works with ministries of health and other partners to strengthen public health systems and improve health outcomes.
Job Purpose
The Data Technical Officer II will provide technical support for data analysis, visualisation, digital health solutions and data-use initiatives. The role involves developing and improving digital applications and data management tools to address programme needs and promote data-driven decision-making.
Job Responsibilities
- Analyse, interpret and triangulate data to generate actionable programme insights.
- Develop and maintain dashboards, data visualisations and other data-use products.
- Support the design, development, testing and enhancement of digital applications and data management tools.
- Translate programme and user requirements into practical data and digital solutions.
- Conduct data quality assessments, validation and routine monitoring of programme data.
- Collaborate with government counterparts to understand information needs and provide appropriate technical solutions.
- Support user testing, deployment, troubleshooting and continuous improvement of digital tools.
- Train national, state and Local Government Area (LGA) officers on DHIS2 and data management.
- Review DHIS2 dashboards regularly to identify data quality gaps, analyse findings and provide timely feedback for corrective action.
- Prepare technical documentation, user guides and other relevant materials.
- Provide technical support and capacity building to government and programme teams on data use, visualisation and digital tools.
- Promote innovation and the use of technology to improve data collection, reporting, analysis and utilisation.
Key Deliverables
- Data analysis products: Timely analytical outputs, data summaries and insights to support programme decision-making.
- Dashboards and visualisations: Functional, user-friendly dashboards tailored to programme and government needs.
- Digital solutions: Development, enhancement and maintenance of applications and electronic tools to meet emerging programme requirements.
- Data quality and triangulation: Routine data validation, quality checks and triangulation across relevant data sources.
- Technical documentation: Clear documentation of applications, workflows, data structures and user requirements.
- Government support: Responsive technical assistance to government counterparts on data systems, analysis, visualisation and data use.
- User support and capacity building: Training, onboarding and troubleshooting for users of developed digital solutions.
- Innovation and continuous improvement: Identification and implementation of improvements to data systems, visualisation and programme data use.
Qualifications and Competencies
- A degree in Statistics, Data Science, Information Systems, Computer Science, Public Health Informatics, Mathematics or a related field.
- Strong analytical and problem-solving skills.
- Demonstrable experience in data analysis and visualisation.
- Working knowledge of SQL, DHIS2, Excel and/or data analysis and visualisation tools.
- Some experience in database management, digital health or information systems, or application development.
- Ability to translate programme requirements into practical technical solutions.
- Strong communication and stakeholder engagement skills.
- Experience working with government or public-sector stakeholders will be an advantage.
- Working knowledge of artificial intelligence and emerging data technologies, including the ability to apply AI-enabled tools to data analysis, visualisation, automation and the development of digital solutions.
- Ability to work independently and collaborate effectively with multidisciplinary teams.
