The company is contributing to an agrifood transformation programme focused on creating sustainable work opportunities for Nigerian youth aged 18–35, with a focus on young women, persons with disabilities and internally displaced persons.

Job Description

The Monitoring, Evaluation and Inclusion Manager will lead the programme’s results measurement, data quality, learning and inclusive-delivery systems. The role will develop and manage the results framework, data systems, evaluations and learning processes while ensuring that target groups can participate safely and meaningfully.

Key Responsibilities

Results Framework, Planning and Measurement

  • Develop and maintain the programme theory of change, results framework, indicators, targets and measurement plan.
  • Define and measure new, improved, direct and ecosystem work opportunities.
  • Design baseline, monitoring, outcome and evaluation approaches.
  • Ensure measurement systems capture gender equality, disability inclusion, IDP participation and safeguarding.
  • Align evidence systems with programme and funder requirements.
  • Advise programme leadership on target-setting, evidence risks and programme changes.

Data Systems, Quality Assurance and Reporting

  • Manage secure participant, activity, transaction, enterprise and results databases.
  • Develop data-collection tools, digital forms, dashboards, reporting calendars and data dictionaries.
  • Conduct routine data-quality assessments, source-document checks and verification.
  • Ensure accurate and disaggregated reporting by relevant demographic and programme categories.
  • Maintain confidentiality, informed consent and appropriate data-access controls.
  • Prepare results reports, dashboards and evidence packs.

Gender Equality, Disability and Social Inclusion

  • Conduct gender and inclusion analyses to identify barriers affecting target groups.
  • Develop and monitor an inclusion action plan.
  • Review programme plans, budgets, facilities, communications and field processes for accessibility and gender responsiveness.
  • Support reasonable accommodation and removal of participation barriers.
  • Build relationships with relevant women’s groups, disability organisations, displacement actors and government institutions.
  • Ensure meaningful participation of target groups in programme decisions.

Learning, Evaluation and Adaptive Management

  • Lead performance reviews and learning sessions.
  • Coordinate evaluations, assessments and participant research.
  • Analyse quantitative and qualitative evidence to identify what is working and why.
  • Develop learning briefs, case studies and outcome stories.
  • Track responses to evaluation findings, data-quality issues and participant feedback.
  • Provide evidence for programme refinement, sustainability and scale decisions.

Safeguarding, Accountability and Compliance

  • Support safeguarding and PSEA risk assessment, prevention, reporting and referral processes.
  • Coordinate accessible and confidential feedback and complaints channels.
  • Protect sensitive data and safeguarding records.
  • Escalate safeguarding concerns through approved channels.
  • Train staff, partners and enumerators on ethical data collection, informed consent, inclusion and confidentiality.
  • Ensure compliance with programme agreements, data-protection requirements, research ethics and company policies.

People and Team Leadership

  • Lead and manage two Data Analysts.
  • Build monitoring, evaluation, inclusion and data-literacy capabilities across programme teams.
  • Ensure appropriate staff training on safeguarding, inclusion, health and safety, data protection and the Code of Conduct.
  • Address performance, data-quality and capacity issues.
  • Support succession planning and knowledge transfer.

Requirements

Competencies

  • Strong knowledge of results-based management, theories of change, indicator design, evaluation, mixed methods and learning systems.
  • Ability to measure and verify employment, entrepreneurship, income, market and inclusion outcomes without double counting.
  • Experience in database design, data-quality assurance, dashboards, statistical analysis and evidence reporting.
  • Strong understanding of gender equality, disability inclusion, displacement, intersectionality, safeguarding and ethical data practices.
  • Strong analytical, facilitation, writing, planning and problem-solving skills.
  • Proficiency with relevant data-collection, analysis and visualisation tools.
  • High integrity, discretion and commitment to safeguarding and inclusive development.

Experience

  • Minimum of 8 years’ experience in monitoring, evaluation, research, learning, data management, inclusion or a related field.
  • Minimum of 3 years in a management or technical-lead role.
  • Experience leading monitoring and evaluation for externally funded or multi-partner programmes.
  • Experience designing digital data systems and conducting data-quality assessments.
  • Experience measuring employment, livelihoods, enterprise, market systems, agriculture or food-systems outcomes is strongly preferred.
  • Experience integrating gender equality, disability inclusion, youth participation and safeguarding.
  • Experience in Nigeria’s agricultural or food-market sector is strongly preferred.

Education

  • Bachelor’s Degree in Statistics, Economics, Development Studies, Sociology, Data Science, Public Policy, Gender Studies or a related discipline.
  • A relevant Master’s Degree is desirable.
  • Professional training in results-based management, evaluation, data protection, safeguarding, gender or disability inclusion is an advantage.

Other Requirements

  • Must have the legal right to live and work in Nigeria.
  • Willingness and ability to travel regularly to programme locations.
  • Appointment is subject to satisfactory reference, identity and qualification checks and other applicable background and safeguarding checks.
  • The position is offered on a 3-year fixed-term contract, subject to programme funding and partnership arrangements.
