Role Purpose

The Senior Procurement Officer will manage and support complex procurement activities for goods and services required by WAEP’s upstream operations, ensuring competitive sourcing, commercial value, procedural compliance, timely delivery, and effective supplier performance.

Key Responsibilities

  • Develop and execute procurement plans and sourcing strategies for assigned goods, services, and operational requirements.
  • Prepare requests for quotation/proposal, tender documents, and commercial bid packages in accordance with approved procedures.
  • Coordinate bid processes, commercial evaluations, clarifications, negotiations, and recommendations for award.
  • Ensure procurement activities comply with delegated authorities, governance requirements, Nigerian Content obligations, and applicable regulations.
  • Conduct market analysis, supplier sourcing, prequalification, and commercial benchmarking.
  • Negotiate pricing, delivery terms, warranties, payment terms, and other commercial conditions to achieve value for money.
  • Prepare purchase orders and procurement documentation and maintain complete, auditable procurement files.
  • Monitor supplier performance, delivery schedules, expediting requirements, and resolution of commercial issues.
  • Work closely with technical users, Finance, Legal, Logistics, and other stakeholders to ensure timely procurement delivery.
  • Prepare procurement reports, savings analysis, sourcing status updates, and supplier-performance information.

Qualifications and Experience

  • Bachelor’s Degree in Supply Chain Management, Engineering, Business Administration, Economics, or a related discipline.
  • 10–15 years’ relevant procurement or contracting experience, with substantial exposure to upstream oil and gas procurement.
  • Relevant professional certification such as CIPS or an equivalent supply-chain/procurement qualification is strongly preferred.
